Childcare Policy in the Lee Myung-bak and Park Geun-hye Administration: Hybrid between Quantitative Expansion and Systemic Retrenchment

Abstract
The purpose of this study is to analyze childcare policy changes in the Lee Myung-bak and Park Geun-hye Administration and compare them applying Pierson`s retrenchment theory. This study analyzed budget, programmatic retrenchment, systemic retrenchment and strategies to avoid blame related to the major issues of childcare policy - free childcare program, homecare cash benefit program, and accessibility to reliable childcare centers. The research findings show that there are similarities between the MB and Park Administration with regard to expansion of the budget and the coverage of the two programs. Despite the quantitative expansion, however, the two governments conducted programmatic and systemic retrenchment in a different manner. From these findings, theoretical and policy implications and suggestions for the tasks ahead were proposed at the conclusion of the study.
